Defined Contribution Health Plan Development *

The Old Way: Defined Benefit Health Plan

Defined Benefit Health Plans

Every year 2 million fewer U.S. jobs provide group health benefits. For many employers, it is only a question of time before they are forced to terminate their group health benefits plan or go out of business.

• Employees receive a defined healthcare benefit - doctor visits, hospitalizations, pharmacy, and so on - at uncertain cost
• Average Cost in 2006: $14,000/family, $4,500/individual
• 20%+ annual rate increases limit your ability to grow
• Full-time HR people (or owner) required to administer the plan
• Few incentives to reward healthy choices or wise spending
• No protection for employees who quit or are fired

The New Way: Defined Contribution Health Plan
Health Reimbursement Arrangement (HRA)

Defined Contribution Health Plans

• Employees receive a fixed monthly tax-free contribution ($100-$400/month) to purchase their own individual/family health insurance.
• Individual plans offer 80%-90% of employees better, safer coverage for 1/3 to 1/2 the price of typical employer group plans
• Average Cost in 2006: $6,492/family, $2,076/individual
• No annual cost increases except those you control
• Easy-to-administer HRA programs let each employee choose his/her benefits
• Employees with preexisting medical conditions get permanent, state-guaranteed coverage
• Health Savings Account option allows employees to save for their future. Wellness Consumer Builders stays up to date on recent legislation. We have partnered with ZaneHRA; the leading administration tool allowing employers to reimburse employees tax-free for health and medical expenses, including insurance premiums. Utilizing this tool it is now possible to combine a company HRA with HSA. Most other Third Party Administrators are either unaware of this opportunity, or just don’t bother with it because they feel that it is too complicated. It really isn’t!
• Health Savings Accounts (HSAs) have been hailed by the president and congressional leaders as the key to "spark a revolution in health care." This sweeping change in federal tax law now enables you to put money aside tax-free for your medical expenses. An HSA is a savings account you can use to cover your health care expenses if you have a qualified health plan. This new program was enacted by Congress and signed into law by the president for use beginning January 1, 2004.
• 70% of the largest employers in the United States (including H&R Block) offer HSAs or have announced plans to offer HSAs to their employees! Wal-Mart is one of the most recent to include Health Savings Accounts in their employee benefit plan.
• Consumer incentives reward healthy choices and wise medical spending (e.g. generics, weight loss)
• Ex-employees keep coverage for as long as they choose to pay the premium
